Earlier, the National Police denied the assumption that the establishment of TGPF on Novel Baswedan's acid attack case was a tardiness. Based on the recommendations of the Indonesian National Commission on Human Rights, the team must be formed a maximum of 30 days after the recommendation is issued.

The formation of the team was marked with the approval of the National Police Chief, Tiro Karnavian, through a letter of assignment with the number Sgas / 3 / I / HUK.6.6 / 2019 signed on January 8, 2018. Meanwhile, the recommendations of the National Human Rights Commission came out on December 21, 2018.

"At the latest after 30 days. I'm sure that we are not too late. We already have the assignment letter which has been issued on January 8," said spokeperson of the National Police, Inspector General Mohammad Iqbal when confirmed on Sunday (Jan 13).

In the letter, it was written the team formation was to carry out the recommendations of Novel Baswedan Legal Process Monitoring Team which was formed by Komnas HAM RI. The team consisted of 65 members from National Police, KPK, various experts and community leaders.

The National Police Chief, Tito Karnavian is acting as the person in charge, and the Deputy Chief of National Police, Police Commissioner General Ari Dono Sukmanto as the deputy in charge. While the Metro Jaya Regional Police Chief, Inspector General Idham Azis is acting as the Team Leader, with the Head of Development and Operations Bureau, Brigadier General Nico Afinta is acting as the deputy team leader.

A number of experts involved in the team included LIPI researcher Hermawan Sulistyo, Chairman of the Indonesian Law Scholars Association Amzulian Rivai, Chairman of the Equivalent Institute Hendardi, Commissioner of Kompolnas Poengky Indarti, Commissioner of Komnas HAM for the period 2012-2017 Nur Kholis. From the KPK, there are five investigators involved.

This assignment letter is valid for six months from January 8 to July 7, 2019. "It's true that the National Police Chief has issued the assignment letter as the follow-up to the recommendations of Komnas HAM on the National Police in investigating the acid attack case of Novel Baswedan," said Iqbal some time ago.

Novel Baswedan's face was splashed with sulfuric acid or H2SO4 on Tuesday, April 11, 2017. He was attacked after carrying out Dawn prayer at the mosque near his residence in Kelapa Gading, North Jakarta. Until now, the police have not found a suspected perpetrator of this case.
